The union budget 2022-23 which was presented by Finance Minister, Nirmala Sitharaman on 1st February 2022 focused on the enhancement of various sectors to bring growth to the country’s economy and long-term development of the country.

The main thrust was laid on Infrastructure enhancement.

Under the Gati Shakti project, National Highways will be extended by 25,000 km and the outlay for this expansion project is Rs.20,000 crore.

For the first time, the entire session was conferred by the FM on a digital tab which clearly shows the focus on digital infrastructure. Under digital infra, be it for a bank, payments, fintech innovations, or initiation in rural areas more focus will be laid on this project not only now but in the coming years too.

For urban planning, 5 centers of excellence will be designated out of the existing educational institutions.  And each center will be funded 250 crores as an endowment fund. 

There were few highlights for all the key real estate assets classes- commercial, residential, and warehousing. The new SEZ (Special Economic Zones) Act will be a significant booster for commercial real estate and can be seen as an enabler for inducing institutional capital flow in the asset class.

 

Housing & urban planning

• Rs 48, 000 crores is allotted for PM Awas Yojana.
• In 2022-23, 80 lakh houses will be completed for identified beneficiaries of PM Awas Yojana.  In rural & urban areas, 60,000 houses will be identified as beneficiaries for PM Awas Yojana.
• 60,000 crore allocated for providing access to tap water to 3.8 crore households.
• In 2022-23, 80 lakh households will be identified for the affordable housing scheme.
• Modern building by-laws will be introduced.

Union Finance Minister, push for low-cost housing ensured that Budget 2022 has delivered on expectations from the Real Estate Sector. There was a lack of new and direct highlights on the real estate sector, yet the Finance Minister overlaid that 50% of India will live in cities by the year 2047.

On 1st June 2020, the Department of Town and Country Planning(DTCP) made certain revisions to the rules for Construction of Plots (stilt parking compulsory for the construction of 3rd and 4th floors falling under the hyper potential category.

In order to assist more cars, 4-storey buildings have end-to-end entrance gates all along the facade of the building and this leaves no room for the roadside trees. There is more concrete than the green cover in the city, and that’s a very unpleasant sight. Every bit of land is being concretized even the boundary of the private plots. Every morning, I wake up to notifications saying “Air Quality is extremely poor, stay indoors.” Am I really supposed to stay indoors?

But do you think ‘I’ and ‘you’ staying indoors will resolve this issue?

Nah and never….

Credberg is in talks to invest over Rs 1,000 crores in income-generating assets across the top six property markets of India. It is one of the investment banks that focuses on real assets and Credberg advisory is supported by the Indian arm of Brookfield Financial (BFIN).

Let us learn about the faces behind Credberg Investment Management. 

CIM is Co-founded by the managing partners at the firm, Pawan Swamy and Adil Engineer. Before they founded Credberg, both of them were handling assignments as Managing partners and partners respectively.

The organization has already framed a new platform known as Credberg Investment Management for coming into the fund market. Credberg is foraying into investment management and also plans to raise its maiden fund, Credberg Real Estate Office Opportunities Fund 1(CREOOF-1). The planned amount of over Rs 1000 crores will be assisted by this new fund of $75 million (570 crores). The main aim of this new platform is to focus more on deals where there is a vacuum for capital in the market. In the days to come, the platform will also focus to raise funds focusing on different asset classes and across the entire development cycle of the project.

The Municipal Corporation of Delhi has decided to hike transfer duty by 1% in the purchase of properties above Rs 25 lakh in Delhi. As per officials after the hike, the transfer will be 4 percent for men and 3 percent for women. Currently, the transfer duty on the sale or purchase of properties is 3 percent for men and 2 percent for women.

The hike will not be applicable to buyers aiming for the sale or purchase of properties below Rs 25 lakh.

This has been initiated with the aim to focus on improving the financial health of the Municipality which was adversely affected in the previous year due to the COVID-19 Pandemic. Since then, the Civic Body has been struggling even to pay the salaries of its employees.

In the month of May, the three civic bodies- north, east, and south unified in a meeting where a proposal to increase the transfer duty was laid out.

The proposal was passed by the special officer of the Municipal Corporation of Delhi (MCD). The MCD is entrusted with the power to run the civic body till the new house is elected. 

Authorities believe that this initiative will help MCD in overcoming financial challenges and providing best services to people.

The sale and purchase of properties have been banned in Sushant Lok-2, Gurugram by the Department of Town and Country Planning (DTCP). The reason behind this decision is the failure of developers to renew the project’s licences. 

As per the order issued by the DTCP, the developers are to stop any developmental activities taking place in the colony and place display boards at conspicuous locations of the colony. The main motive behind installing the boards is to inform the general public not to buy or sell properties in the colony.

 

The DTP(enforcement) RS Batth has been directed by the DTCP to take the required action accordingly. According to Batth, the licenses of the 290-acre township expired around 5 years ago, but the realtors have failed to renew it. 

He further added, “The Department has directed the developers for the renewal within 15 days, failing which the licences will be cancelled.”

Venture X is a Florida, US-based Coworking service Provider, an affiliated brand of United Franchise GroupTM’s(UFG) Coworking Division-CoworksTM. It has entered the Indian market through a franchise-based model and has invested $5 million in the Indian market. Now, the company is planning to invest $2-3 million by 2023 in the Coworking sector.

According to a report, United Franchise Group executive Vice President said, “The main motive behind targeting the Indian market is because of its huge potential and size of the market. Moreover, the trend in the Indian market is moving towards flexible space, which is what we specialize in.”

The company has two coworking spaces in Gurgaon with a growing 1,200 seats spread across 45,000 sq ft and 16,500 sq ft at Sector 67 and Sector 44 respectively.

Anil Lakra, India partner, Venture X mentioned, “Out of the two centers, one is fully occupied while the other is 70% leased. The demand for flexible office spaces is high after the pandemic and in the coming time franchise-based model would be the right choice as they are better aligned towards revenue for all the stakeholders.”

The company is all set to scale up to half a million by the end of the next fiscal year. Moreover, it is also planning to expand its team size in India and its footprint in major metro cities like Bengaluru, Mumbai, Hyderabad, Chandigarh, and Pune.

After the Covid 19 Pandemic subsided in the country, the leasing activities gained momentum. Talking about the leasing activities in the year Q1, 2022, the net absorption stood at 11.55 million square feet. According to a report, net leasing fell 26% across 7 major cities to 8.5 million square feet in Q2(April-June) as compared to Q1(Jan-March) due to low supply.

However, absorption in the first six months of 2022 is higher than the corresponding period of both 2020 and 2021 and is 87% of the H1 2019 number.

Let us have a glance at the leasing activities in the 7 metro cities of India:

• Bengaluru- In Q1 2022 net office leasing stood at 1.67 million sq ft. Whereas, in Q2 net office leasing rose to 4.12 million sq ft.
• Chennai- In Q1 2022 the net office leasing stood at 1.21 million sq ft while in Q2 the net leasing fell to 0.53 million sq ft.
• Delhi NCR- In Q1 2022 the net office leasing stood at 1.34 million sq ft while in Q2 the net leasing of office space fell marginally to 1.32 million sq ft.
• Hyderabad- In Q1 2022 the net office leasing stood at 3.42 million sq ft while in Q2 the net leasing of office space fell to 0.75 million sq ft. 
• Kolkata- In Q1 2022 the net office leasing stood at 0.18 million sq ft. In Q2 net leasing rose marginally by 0.19 million sq ft.
• Mumbai- In Q1 2022 net leasing stood at 1.44 million sq ft while in Q2 it fell to 1.33 million sq ft.
• Pune- In Q1 2022 net leasing stood at 2.30 million sq ft while in Q2 it fell to 0.27 million sq ft.

In the second quarter of 2022, Bengaluru led the office leasing market with a 30% share followed by Mumbai(19%) and Delhi-NCR(18%). In comparison to the previous year, the net absorption across the six metro cities witnessed an almost three-fold rise to 14.7 million sq ft during Q2 of 2022. Bengaluru dominated the leasing market during the quarter, driven by high occupier demand for large office spaces.

As companies have returned to pre-pandemic normalcy and have started operating, the overall pan-India absorption has already surpassed 27 million sq ft in H1 of 2022. The net absorption in the Q1 & Q2 of 2022 has already surpassed more than 80% of the total absorption seen in the whole of 2021.

In Q2 of 2022, the escalation in occupancy resulted in demand outpacing supply by a significant margin. 

Moreover, Bengaluru has also ranked 14th Position in the entire Asia-Pacific region in terms of the Sustainability Index and is the only Indian city to achieve the “Gold Standard”.

The Dwarka Expressway, also known as the Northern Peripheral Road extends 29 km. This 29 km expressway connects Dwarka in Delhi to Gurugram in Haryana and is developed at a total cost of Rs. 9,000 crores.

The expressway starts at Shiv murti on NH-8 and ends near Kherki Daula Toll Plaza, through Dwarka Sector 21, Gurugram Border, and Basai. Out of the total 29 km, around 19 km falls in Haryana while the remaining(10 km) stretches in Delhi.

On 11th July 2022, Nitin Gadkari, Union Minister of Road Transport and Highways revealed details about the project-

• The project will be completed and opened for public use next year (2023)
• It will become the first elevated urban highway in India
• The aim of this project is to improve traffic movement and also to reduce air pollution in Delhi-NCR.
• The expressway will have a massive 12,000 trees transplanted.

Gadkari further added, “Once the project is completed, it would provide direct access to the upcoming India International Convention Centre (IICC) in Sector 25 of Dwarka and will also provide alternate connectivity to IGI airport through a shallow tunnel.

The transplantation of 12,000 trees is a highly applaudable initiative of the Government. A perfect example of inclusive and sustainable development.

Law firms have started adopting bigger and smarter office spaces as the business is growing at a rapid rate.

Mumbai-based Abhijit Joshi, the Managing Partner of Veritas Legal, doubled his office space capacity in the Fort Area to almost 11,000 sq ft. 

According to a report, He said, “Office spaces will need to be reimagined to create experiences as lawyers start spending more time in the office.”

It is also in talks that Zulfiquar Memon, managing partner of law firm MZM Legal, is doubling his office space too. He said, “We are constantly working with our counterparts in the US, the Uk, and other parts of the world, which means people will be staying at the office beyond usual working hours, and for that, we need to create a good environment and facilities, and that requires more space.”  He further added, “With the leasing of 40,000 sq. ft of office space in Saket, Our Delhi will now undergo an upgrade. Collectively these upgrades will result in our office spaces growing by nearly 70% since 2019.”

A pretty good number of law firms are relocating and expanding their office spaces as the demand for legal services is increasing. 

According to a report, Shweta Sawhney, Managing Director of Savills India said, “Most law firms have seen expansion and portfolio up-gradation happen to better buildings with Grade A amenities.  The focus on employee well-being is leading to an increase in absorption in premium locations that have Grade A offices and unique amenities within the project and the vicinity.”

Also, some property consultants and law firms stated, “The firms are interested in buildings that offer better connectivity, multifunctional spaces, a collaborative environment, good recreational facilities, and areas that have open spaces.” 

The main focus of law firms today is to add more functional spaces so that the lawyers will return back to the office on regular basis rather than only a few days a week and more focus will be laid on the work.

2. Alcis Sports: Alcis Sports is a Paragon Apparels Pvt. Ltd. brand founded in 2017 by Roshan Baid. It manufactures sportswear and sticks to its key value of sustainability. It collects plastic and converts them into comfortable, lightweight and breathable fabrics.

3. EcoKaari: Founded in 2020 by Nandan Bhat, EcoKaari upcycles plastic to produce handcrafted fabrics with the help of Charkha and Handloom. Their product includes: Beach Bags, Tote Bags, Moon Bags, Wallets, Fanny Bags, etc.

4. Polycycle: Polycycle is a plastic recycling company that transforms about 5.5 million PET bottles daily to make recycled polyester staple fibre. Its product range includes: raw white polyester staple fibre, dope dyed polyester staple fibre, polycycle antimicrobial fibre, etc.

5. RawCycle by RAW Pressery: RawCycle is a sustainable clothing initiative by a Mumbai-based start-up-RAW Pressery. RAW Pressery is a health and food beverage start-up founded in 2013. After realizing the harmful effects of plastic waste on the environment, RAW Perssery came up with the idea of recycling their juice bottles to make t-shirts called RawCycle in 2019. The t-shirts are made of 95% recycled plastic and 5% spandex and are wrinkle-free, comfortable and reversible.

This will create demand for 9.1 million square feet of real estate space, which will need an investment of $4.8 billion in both data centre infrastructure and data centre sector real estate.

Mumbai leads the space absorption, accounting for a 43 percent share, with a substantial hyperscale precommitment being delivered in Delhi NCR. Hyperscale data centres cater to the demands of large organisations including Amazon, Google, and Facebook.

India’s data centre industry is set for continued growth, with a strong precommitment pipeline expected to result in 678 MW being added over the next three years, taking the industry's capacity to 1,400 MW by the end of 2025.

The investment in real estate and data centre infrastructure required for setting up data centres will require a capital outlay of $4.8 billion by 2025.
